14(4)The amounts payable by the Medicare Branch shall be
(a) for entitled services rendered in Canada outside the Province, the amounts payable under the medical services plan in the province in which the services are obtained, and
(b) for entitled services rendered outside Canada
(i) if the services are available in New Brunswick, the amount payable under the medical services plan,
(ii) if the services are not available in New Brunswick but are available in Canada, the amount payable under the medical services plan of Ontario or Quebec, at the discretion of the Director, and
(iii) if the services are not available in Canada, at the negotiated rate.
14(4.1)Despite paragraph (4)(a), the amounts payable by the Medicare Branch for gender confirming surgeries that are entitled services and that are rendered in Canada outside the Province shall be at the negotiated rate.
14(5)Where a participating medical practitioner or a participating oral and maxillofacial surgeon
(a) submits an account for entitled services in accordance with section 11, and
(b) is paid an amount by the Medicare Branch,
such payment is payment in full of the account and no other claim shall be made by the participating medical practitioner or the participating oral and maxillofacial surgeon against any person with respect to such account or any part thereof.
14(6)Travelling expenses incurred by a medical practitioner are deemed to be entitled services where the medical practitioner is providing entitled services under the extra-mural service delivered by a regional health authority or by a person under an agreement with the Minister entered into under the Regional Health Authorities Act.

14(8)Notwithstanding any other provision of this Regulation, the Minister, on the advice of the Insured Services Appeal Committee established under section 33.01, may authorize payments in excess of the prescribed rates for entitled services if such payments do not exceed the amounts actually incurred or paid by or on behalf of an entitled person.
