Under subsection 118(1) of the Fish and Wildlife Act, the Lieutenant-Governor in Council makes the following Regulation:
Citation
1This Regulation may be cited as the Registration Procedure Regulation - Fish and Wildlife Act.
Definition of “Act”
2In this Regulation, “Act” means the Fish and Wildlife Act.
Registration required before applying for licence
3For the purposes of subsection 82.1(1) of the Act, an applicant for one of the following licences shall register with the Minister before making the application:
(a) a class 1 non-resident angling licence referred to in paragraph 3(2)(a) of New Brunswick Regulation 82-103 under the Act;
(b) a class 2 non-resident angling licence referred to in paragraph 3(2)(b) of New Brunswick Regulation 82-103 under the Act;
(c) a class 3 non-resident angling licence referred to in paragraph 3(2)(c) of New Brunswick Regulation 82-103 under the Act;
(d) a class 4 non-resident angling licence referred to in paragraph 3(2)(d) of New Brunswick Regulation 82-103 under the Act;
(e) a class 5 non-resident angling licence referred to in paragraph 3(2)(e) of New Brunswick Regulation 82-103 under the Act;
(f) a class 6 non-resident angling licence referred to in paragraph 3(2)(f) of New Brunswick Regulation 82-103 under the Act;
(g) a class 7 resident angling licence referred to in paragraph 4(2)(a) of New Brunswick Regulation 82-103 under the Act;
(h) a class 8 resident angling licence referred to in paragraph 4(2)(b) of New Brunswick Regulation 82-103 under the Act;
(i) a class 9 resident angling licence referred to in paragraph 4(2)(c) of New Brunswick Regulation 82-103 under the Act;
(j) a class 10 resident angling licence referred to in paragraph 4(2)(d) of New Brunswick Regulation 82-103 under the Act;
(k) a class 11 non-resident angling licence referred to in paragraph 3(2)(g) of New Brunswick Regulation 82-103 under the Act;
(l) a class 12 resident angling licence referred to in paragraph 4(2)(e) of New Brunswick Regulation 82-103 under the Act;
(m) a class 13 non-resident angling licence referred to in paragraph 3(2)(i) of New Brunswick Regulation 82-103 under the Act;
(n) a class 14 non-resident angling licence referred to in paragraph 3(2)(j) of New Brunswick Regulation 82-103 under the Act;
(o) a class 15 non-resident angling licence referred to in paragraph 3(2)(k) of New Brunswick Regulation 82-103 under the Act;
(p) a class 16 resident angling licence referred to in paragraph 4(2)(g) of New Brunswick Regulation 82-103 under the Act;
(q) a class 17 resident angling licence referred to in paragraph 4(2)(h) of New Brunswick Regulation 82-103 under the Act;
(q.1) a non-resident moose licence referred to in New Brunswick Regulation 94-47 under the Act;
(r) a resident moose licence referred to in New Brunswick Regulation 94-47 under the Act;
(s) a designated resident moose licence referred to in New Brunswick Regulation 94-47 under the Act;
(t) a fur harvester’s licence referred to in paragraph 4(1)(a) of New Brunswick Regulation 84-124 under the Act;
(u) a rabbit licence referred to in paragraph 4(1)(b) of New Brunswick Regulation 84-124 under the Act;
(v) a minor’s fur harvester’s licence referred to in paragraph 4(1)(c) of New Brunswick Regulation 84-124 under the Act;
(w) a minor’s rabbit licence referred to in paragraph 4(1)(d) of New Brunswick Regulation 84-124 under the Act;
(x) a class I licence referred to in paragraph 3(1)(a) of New Brunswick Regulation 84-133 under the Act;
(y) a class II licence referred to in paragraph 3(1)(b) of New Brunswick Regulation 84-133 under the Act;
(z) a class III licence referred to in paragraph 3(1)(c) of New Brunswick Regulation 84-133 under the Act;
(aa) a class IV licence referred to in paragraph 3(1)(d) of New Brunswick Regulation 84-133 under the Act;
(bb) a minor’s licence referred to in paragraph 3(1)(e) of New Brunswick Regulation 84-133 under the Act;
(cc) a varmint licence referred to in paragraph 3(1)(f) or (g) of New Brunswick Regulation 84-133 under the Act;
(cc.1) a non-resident bear licence referred to in paragraph 3(1)(h) of New Brunswick Regulation 84-133 under the Act;
(dd) a resident bear licence referred to in paragraph 3(1)(i) of New Brunswick Regulation 84-133 under the Act;
(ee) a resident wild turkey licence referred to in paragraph 7(2)(a) of the Wild Turkey Hunting RegulationFish and Wildlife Act;
(ff) a non-resident wild turkey licence referred to in paragraph 9.3(1)(a) of the Wild Turkey Hunting RegulationFish and Wildlife Act.

Information to be submitted for registration purposes
4(1)For the purposes of subsection 82.1(2) of the Act, a person required to register shall submit the following information for registration purposes:
(a) his or her name;
(b) his or her date of birth;
(c) his or her mailing address;
(d) his or her civic address;
(e) his or her telephone number;
(f) if requested, his or her email address; and
(g) if applicable, proof that the person has successfully completed any relevant training.
4(2)In addition to the information referred to in subsection (1), a resident required to register shall
(a) submit the number on a valid driver’s licence issued to him or her under the Motor Vehicle Act or on a valid photo identification card issued to him or her by the Minister of Public Safety and referred to in the regulations under the Financial Administration Act, or
(b) appear in person at a Service New Brunswick centre and present documentation proving his or her residency.

Registration of a person by another person
5A person required to register under subsection 82.1(1) of the Act may be registered by a person acting on his or her behalf if the latter provides the information and documentation required by section 4.
Duration of registration
6(1)For the purposes of subsection 82.1(3) of the Act, a person’s registration expires on the anniversary of his or her date of birth in the third calendar year following the calendar year in which the registration was issued or renewed.
6(2)For the purposes of subsection (1), if the anniversary of the date of birth of a registered person is February 29 and the year in which the registration is to expire is not a leap year, the registration shall be deemed to expire on March 1 of that year.
6(3)A person’s registration may be renewed by him or her or by a person acting on his or her behalf by updating the information provided at the time of the initial registration and, if applicable, by proving his or her residency in accordance with subsection 4(2).
Information to be submitted on application for a licence
7An applicant applying for a licence referred to in section 3 may be required to submit the unique identification number provided to him or her under subsection 82.1(4) of the Act or proof of identity at the time of the application.
Commencement
8This Regulation comes into force on March 30, 2015.
